Nirupama Menon Rao born on 6 December year 1950 is a senior officer in the Indian Foreign Service retired year 1973 who served as Indian Foreign Minister from year 2009 to 2011 and was also Indian Ambassador to the United States, China and Sri Lanka (High Commissioner) during her career.

In July year 2009, she became the second woman (after Chokila Iyer) to hold the post of the Indian Foreign Minister, Head of India’s External Service. She has held various positions in her career, including Secretary of Press, Information and Culture in the Washington DC, Deputy Head of Mission in the Moscow, stints in the MEA as Assistant Secretary for the East Asia and External Public Relations, the latter position bringing her to the former Female MEA Spokesperson, Chief of Staff, Ambassador to Peru and China and High Commissioner to Sri Lanka.

Nirupama Rao was born in the Malappuram, Kerala. Her father, P.V.N Menon, was a Lieutenant Colonel in the Indian Army. Her mother, Meempat Narayanikutty, was the first female university graduate in her family, earning a Bachelor of Mathematics (Hons) from the University of Madras in year 1947. Her sisters, Nirmala and Asha, are doctors by profession. Nirmala pursued a career in the Indian Navy, retiring in year 2013 as Surgical Rear Admiral.

Due to her father’s profession, Rao studied in various the cities including Bangalore, Pune, Lucknow and Coonoor. She graduated from yhe Mount Carmel College, Bangalore in year 1970 with a BA in English and passed the Bangalore University. She was a member of the youth delegation of the then Mysore government at Expo 70 in Japan in September year 1970. She then earned her master’s degree in English literature from what was then Marathwada University in the Maharashtra.

In 1973, Rao passed the All India Civil Service Examination for both the Indian Foreign Service and the Indian Administrative Service and joined the Indian Foreign Service.

However, this book would be useful for those reading this conflict for the first time. There is also some new material that might be of interest to experienced readers. The book shows Nehru in dim light with Mao and Zhao running around him. For example, the reader will be interested to know that India’s defense budget actually declined after 1957.

Nehru’s uncompromising ideological view that there could be no war between India and China met harsh reality and led India to disaster. The author does not explain why Xi Jinping decided in May 2020 to let the PLA take over Indian territory. The book also does not propose any policy to reverse the current situation. I would highly recommend this book to first time readers of the India-China border edition who would benefit from reading this book and let informed readers decide for themselves whether to purchase it for some new and interesting information in the book.
